Got a Touch for a friend via ebay. He says his phone will start running
programs on its own and locks up frequently. Anyone else experience this?
Any fixes?

All Windows Mobile devices can be set up to run programs "on their own," just
like any computer can. Since it's a used phone, I would presume the last
owner configured it that way.

Sure... google something like "HTC touch hard reset".
