Can anyone help me by providing a telco test # that rings and never
answers. I need such a number for a forwarding / voicemail issue with
Vonage/T-Mobile. Thanks for your help!

One way is to call a PABX extension using DDI.
If you have this extension next to your test
setup,
you know that it actually does ring.

If you contact your LEC, they would be happy to sell you that
service for 30 or 40 bucks a month.
