I'm working on an issue with some providers charging e911 fees on data
only cellular plans. In the states I've researched, e911 fees should
not be charged (by law) on data only plans that do not use Voip.

Anyone have data only plans who is being charged this fee? It's
typically 1.50 per month but can range from 0.30 to 3.00 dollars
depending on the address of the subscriber. This can add 5% to the
cost of a data line, and when you've got hundreds or thousands 5% adds
up.
