is there a bluetooth card available for PC's where one could connect their
bluetooth enabled mobile device to their desktop or laptop?

any recommendations?

There are lots of them. Some are pcmcia cards, some are USB dongles and I
suspect there are PCI cards too. It just depends on what you want to do with
it?

A lot of people are using the USB dongles because they are relatively cheap
at $35-60 USD. And they are easy to attach to a computer or a number of
computers is you are like me with a home PC and a laptop. For dongles there
are lots of manufacturers and many of them use the same Widcomm drivers. I
am using a Belkin device, others like the TDK or D-Link. Ambicom makes them
too.

TDK or Bluetake should work fine.

if your laptop has CF slot, you can get a CF card.
Socketcom's CF is smallest.
